He personally had come across many Hong Kong people with potential for becoming political leaders and believed that China would not object to "greater elective democracy". He envisaged a steady process of change whereby Hong Kong would become an autonomous administrative region with some form of elections to the legislature.

It will be clear that Adley's tune has varied little from past utterances. I spared no effort in commenting and countering as appropriate.

As we were breaking up, Adley said that a High Court Judge of some two years standing in Hong Kong had given him a personal hand-written letter for transmission to Sir Geoffrey Howe: apparently this Judge was known to Sir Geoffrey and the letter contained criticisms of UMELCO generally and Unofficial Members of Executive Council in particular.

He says that he is now writing a book on Hong Kong and has asked for general information on trends and figures for immigration from China over the past two or three decades. I said that we would give factual information to him in due course.
