1. Mr Best has written to Mr Heseltine enclosing a letter of 26 July from Mr Levick of Budleigh Salterton. Mr Lexick has advocated a specific (and unorthodox!) approach to HMG's talks with the Chinese Government on Hong Kong's future and Mr Best invited Mr Heseltine to comment. The letter has been passed to the FCO.

I submit for your consideration;
(a) a draft minute from you to PS/Mr Whitney covering; (b) a draft reply from Mr Whitney to Mr Best.
Mr Levick wrote to the Prime Minister also on 26 July in terms identical to those of his letter to Mr Best. The letter was passed to HKD on 3 August, but due to pressure of other work, we have not yet replied. I suggest we do so in the light of the reply which issues to Mr Best from Mr Whitney.
