Thank you for your letter of 15 September to Richard Luce about Mr T S Chau. Richard is himself visiting Hong Kong this week and I am replying in his absence.
As you know, Mr Chau is Chairman of the 1997 Action Group. This is an organisation of ex-Hong Kong Chinese now living in the United Kingdom. Though vociferous, it is a very small group and has a rather exaggerated sense of its own importance.
A number of similar organisations have sprung up in Hong Kong over the past year. For this reason, I do not think it would be right to make any special arrangements for Mr Chau on his return to Hong Kong. But I understand that if he took the initiative to make an appointment to see Mr Denis Bray, the Secretary for Home Affairs, Mr Bray or his Deputy would be prepared to meet him.
