HONG KONG: VIEWS OF MR ROBERT ADLEY MP

1. You sent me Mr Adley's letter of 4 October to Mr Luce with a copy of Mr Adley's letter to the Prime Minister which he is making public today.

Mr Luce may wish to see the attached copy of a letter which Sir J Cater, the Hong Kong Commissioner, wrote to

Hong Kong about a conversation he had that day with Mr Adley. Sir Jack was remonstrating with Mr Adley for his public statements that HMG ought to give in to the Chinese demands, which have gone down badly in Hong Kong.

3. You will note the remarks by Mr Adley referring to alleged contacts with the Foreign Office, including the phrase that he spent a lot of time shuttling between the Foreign Office and the Chinese Embassy'' (paragraphs 4,7 and 12 of the letter). In fact I understand that there have been no contacts between Mr Adley and the FCO since Mr Luce's discussions with him in July. It is clear that he is very ready to misrepresent any discussions which he has.
