Hong Kong when speaking to Sir J Cater. He would be grateful if you could reassure the Hong Kong Commissioner (if this is necessary) that Mr Adley was talking absolute nonsense. Mr Adley's allegation, in his latest letter to the Secretary of State, that Mr Luce had specifically asked him to maintain close personal contact with the Chinese Ambassador in London is similarly well off-beam.

Mr Luce has commented that the more we can discourage Mr Adley from the illusion that he can be a useful intermediary between the Chinese Ambassador here and the FCO, the better.
