Draggerate FUTURE OF HONG KONG: LETTER FROM SIR PHILIP GOODHARD MP

Sir Philip Goodhart MP wrote to Mr Luce on 2 November about Hong Kong's future. His letter enclosed a copy of a letter which he had sent to Mr Oswald Cheung, a member of Hong Kong's Executive Council. We consulted Hong Kong in our telno 1170 and they replied in Hong Kong telno 1713. So far we have had no indication that Sir Philip has written to anyone else on this subject, although in his letter to Mr Cheung he said he would be putting forward his ideas to others, including 10 Downing Street.

Sir Philip is unduly pessimistic and his ideas are not helpful. It is to be hoped that he can be deterred from taking his resettlement fund idea further. I submit a draft reply from Mr Luce in that sense.

Sir Philip may be among those attending the Foreign Affairs Committee briefing which Mr Luce is carrying out on 15 November. It would be helpful if he had received Mr Luce's reply before the meeting. In addition, it might be useful for Mr Luce to have a private word with him, to encourage him to be less pessimistic and more constructive in his approach.
