60 Thank you for your letter of 1 December enclosing

a copy of Meeting Point's proposals on the future of Hong

Kong given to you by Mr N K Lau. It was useful to have

this paper and your comments on it.

As you may know, Mr Lau is Chairman of Meeting Point,

a recently formed organisation consisting of about 30

professionals and academics. It aims to promote the self-rule formula within a framework of greater democratization in Hong Kong and of reversion of sovereignty to China. It published its proposals on the future in January 1983. The group is well known to us and the Governor has reported on its views in the past. As you know, he keeps a close eye on all sectors

of opinion in Hong Kong.

I agree that the paper contains a number of interesting ideas. This is not to say, however, that we endorse or agree with everything in it. The problem is to find a solution that is acceptable to Parliament, to the Chinese Government and to

the people of Hong Kong. That solution must be demonstrably effective in commanding the confidence of residents and

investors in the Territory. This is one of the key points on which we are concentrating in our talks with the Chinese.
