FUTURE OF HONG KONG
POINTS TO MAKE [DEFENSIVE]
1. In September 1982, the Prime Minister reached agreement with
the Chinese to enter talks through diplomatic channels on the
future of Hong Kong with the common aim of maintaining stability
and prosperity of the territory.
2. A second phase of talks began in Peking on 12 July. Will
reconvene on 25 July. HMG's aim remains to reach a solution
acceptable to the British and Chinese Governments and the people
of Hong Kong.
3. Content of talks is confidential.
Important for all concerned
that nothing is said or done to damage confidence in Hong Kong.
We do not regard outcome of talks as prejudged by anything said
outside them.
4. [IF PRESSED ON SOVEREIGNTY] British and Chinese positions
clear but, given our agreed common objective, we believe
satisfactory arrangements can be worked out.
