Governor and EXCO Unofficials in London on 4 and 5 July. Expect
to see the Prime Minister and FCO Ministers.

4. We have now reached informal agreement on agenda for substantive
talks. Ambassador and Vice Minister Yao expected to formalise it this
week. May result in substantive talks, involving the Governor, starting
on 12 July.
