VISIT OF MALAYSIAN FOREIGN MINISTER: BRIEFING ON FUTURE OF HONG KONG

As requested in Mr Newton's minute of 18 July, I attach points to make and a background brief for use during this visit.
2. Although the original request was for defensive briefing material, Kuala Lumpur telno 283 indicates that Mr Ghazali would welcome a briefing on the current state of play in our talks with the Chinese about the future of Hong Kong.
