Briefing
4. WED will draft separate short steering briefs for the meetings with Mr Lubbers and Dr Kohl, setting out objectives, tactics etc; briefs on individual topics can be annexed as required. We could add briefs if late developments should make this necessary. Meanwhile, I should be grateful if ECD(I) and Defence Department could provide short passages for the steering briefs by 31 August. The draft will, of course, be circulated for clearance in the usual way.
The Prime Minister's Visit to BFG
5. WED will cover Dr Kohl's attitude to BFG in the steering brief. MOD plan to brief the Prime Minister on relations between BFG and the German authorities (cleared with the FCO). There should be no other FCO briefing requirement for this leg of the Prime Minister's tour.
