1. Mr Young's minute of 17 August to Heads of Departments outlined the briefing arrangements for the Prime Minister's visit to the Netherlands, British Forces Germany and Bonn.
2. I should be grateful if departments could now prepare briefs on the following subjects:
a) Community Issues
b) European Security including INF (and
the NATO Secretary Generalship)
c) East/West Relations other than INF

The list of suggested topics has been put to the Prime Minister; we shall let you know of any changes/additions.
3. Briefs should be in draft. There should be separate Points to Make for the two meetings, but a single set of Essential Facts should suffice. I should be grateful if briefs could reach Mr McDonald (W66
