Lebanese Foreign Minister favoured UN observers but ready
to be flexible. Considered MNF vital. Extremely suspicious
of Syria.
Syrian Foreign Minister Adamant that UN observers ruled out
as this would lead to partition. Said MNF not neutral and should go.
Foreign Ministers of MNF also met to discuss latest
position.

Cyprus
President Kyprianou was moderate in tone but unyielding on
substance.

Falklands
Chilean Foreign Minister thanked for their help;
Uruguayan
Foreign Minister likewise, especially over next-of-kin visit. Japanese and Pakistani Foreign Ministers urged to change
attitude. Australian and Sri Lankan Foreign Ministers both
expressed support for UK position.

Possibility of settlement but someone has to make
first move. Secretary-General believes South Africa in
best position to do so.
