VISIT TO NEW YORK 25-30 SEPTEMBER
POINTS TO MAKE
1. Visited New York from 25-30 September to attend UN
General Assembly. Spoke in General Debate on 28 September.

During visit called on UN Secretary-General, President
of General Assembly (Illueca), and had bilaterals with 14
Foreign Ministers including Australia, Spain, China, Lebanon,
Pakistan, Mexico and Syria. Also met President Kyprianou of
Cyprus; Foreign Ministers of MNF Lebanon troop contributors; hosted lunch for some Commonwealth colleagues and attended
lunch hosted by Mrs Gandhi. Accompanied PM in Washington and
had bilateral with Shultz.
Falklands at the UN

Contacts with colleagues about Falklands reinforced our view that our lobbying campaign (conducted mainly in capitals) is going reasonably well; but attitudes of Cheysson and Andreotti unhelpful and could cause landslide away from us (on return summoned Italian Ambassador about this). Aguirre Lanari speech was unhelpful and contained standard Argentine arguments.
Rebutted firmly in my statement.
Mrs Gandhi's Summit
4. Mrs Gandhi's Summit: few Western leaders attended
(Mitterrand, Trudeau, Lubbers, Palme, Sinowatz, Koivosto, Thorn (Commission)): not a great success; no firm conclusions.
Mrs Gandhi clearly pleased that PM took trouble to stop over
in New York.
