I suggest the following points in relation to Annexes G, L, and 0.
ANNEX G (Constitutional Position)

Paragraph 2 muddles the concepts of possession and sovereignty. The first line should begin :
"The UK has sovereignty over the island of Hong Kong and the tip of the Kowloon Peninsula...".
A similar amendment should be made in line 3 of paragraph 14, where the phrase "possess sovereignty" should be changed to "have sovereignty".

In paragraph 3, the third sentence should be amended to read:

"The Governor is head of the executive government of Hong Kong and is advised by an Executive Council, which he is required to consult (with certain exceptions, notably on unimportant matters or when the matter is too urgent to allow this)".
In paragraph 5, what is said about air navigation to be checked by MAED.

In paragraph 6, penultimate sentence,I suggest that the words "has the right of direct access to the Governor", should be changed to read "has direct access to the Governor" unless chapter and verse can be produced for asserting that there is a legal right in this respect. In the following sentence the word "statutory" should be deleted.
6. With regard to paragraph 7, I have not seen the rules of procedure of LEGCO, "but I wonder whether that body can realistically be described as a "Parliamentary assembly". would describe it as an assembly.

7. With regard to paragraph 10 (External Relations) I seem to remember having asked some time ago for instruments of entrustment to be produced. I think I was told that there were none, and that Hong Kong had simply assumed the conduct of some of its external relations, with the tacit consent of HMG. If my recollection is correct, and if there really are no
