9. Annex attached with amendments proposed by Mr Burrows. Implications are spelt out pretty clearly in paragraphs 3-6, 11-14 and 19-26.
Annex M External Trade

Revised Annex attached. Paragraphs 15-18 look at the possible problem areas, but I feel that they are a bit thin, given the importance of trade to Hong Kong. We perhaps need to consider in more detail such questions
as:-
a) what effect would there be on Hong
Kong's ability to negotiate trade agreements if it was either directly under Peking's control, or in some way autonomous'?

b) what effect would either of these possibilities have on the UK's trade with, and investment in, Hong Kong?
Annex N Civil Aviation and Shipping

On air services, as noted in Mr Smith's minute, paragraphs 6 and 12 need amendments. Paragraph 3 may also need updating. Paragraphs 10-13 deal with problem areas fairly thoroughly.
12. Shipping appears on the face of it to be a simpler subject altogether see paragraph 19.
Annex O Land Leases
13. Mr Burrows has advised that we should await advice from the Law Officers (presumably on the issues raised by the Ferry Franchises?)
