Just for the record I should record that
I saw Henry Kissinger on October 28 ard Cyrus Vance on October 31, both for a general chat about Hong Kong and the state of affairs in China. Henry Kissinger was visiting here to give the keynote speech at the 1983 Hong Kong Trade Fair Conference and Cy Vance came as a Member of the Board of the Sing Tao Daily.
Both had seen Wu Xuequian, the Chinese
Foreign Minister during the latter's visit to the United States. John Thompson has already sent the PUS a record of Cyrus Vance's conversation in his letter of 11 October, and there is nothing that I need add to that.
Nor was there anything new in what Wu had
said to Kissinger. He was firm on sovereignty. He complained that the British were making conditional offers which would separate sovereignty from administration. He outlined the Chinese plan in the usual terms. His final point was that it would be easier to talk to the British if they would put their requirements in the form of protection of British. interests.
