A member of the US Consulate General showed Richard Margolis the text of a telegram from the US Embassy in London reporting a briefing which someone in the US Embassy had been given at the FCO (the telegram did not say by whom). The telegram indicated that the briefing was a full one in that it confirmed the existence of a message from the Prime Minister, and that the present British approach was to see whether anything could be constructed on the basis of the Chinese proposals which might provide sufficiently solid guarantees to sustain confidence in Hong Kong.

The telegram which Richard Margolis was shown was only classified confidential, made no reference to the sensitivity of the information it contained, and did not seem to have been addressed personally to the Consul-General. It would be useful to know at what level the briefing of the US Embassy in London is now done, and what caveats are attached to the briefings given. In briefing the Americans here I have been careful to speak only to the Consul-General or, in his absence, to his deputy, and have stressed that what I say is for his personal information.
