VISIT OF CANADIAN SECRETARY OF STATE FOR EXTERNAL AFFAIRS: 11-15 DECEMBER

1. The Canadian Foreign Minister, Mr Allan MacEachen, will visit the UK from 11-15 December and will hold talks lasting about

an hour followed by lunch, with the Secretary of State

on 12 December.

2.

Preliminary discussions with the Canadians indicate as a possible agenda for the talks:

(a)

East/West relations and arms control questions (including Mr Trudeau's initiative, and East/West economic relations).

(b) Central America/Caribbean

(c)

Middle East, ie, Lebanon, Arab/Israel

(d)

Southern Africa/Namibia

(e)

International economy (including North/South, Debt etc)

(f) Cyprus (subject to developments on Turkish UDI)

(g)

(h)

Hong Kong (UK side to brief)

Extra-territorial questions (an opportunity to compare notes on dealings with the US on the Export Administration Act, Unitary Taxation, etc).

(i)

Commonwealth issues (depending on what comes out of CHOGM)

(j) UK/Canada and EC/Canada relations. (No specific bilateral problems for us to raise but Canadians will wish to talk about current negotiations with Commission. They would also welcome some account of "Whither the Community" after the European Council of 4-6 December).
