The Prime Minister and Secretary of State leave for India on 21 November to arrive in New Delhi on 22 November for the Commonwealth Heads of Government Meeting (CHOGM) beginning the following day. Barring one or two small outstanding items, all the briefing and other material we have commissioned from you over the last four months is now in the right form and the right place. Thus our preparations are virtually complete.

This minute has two purposes. First, CCD wish to thank you all for your efforts in producing the briefing and other material which will be used in India by The Queen and the UK delegation. We realise that we have imposed a great deal of work on your .departments and are grateful for your ready responses. Secondly, may I ask you to bear in mind over the next week the need to keep the delegation as informed as possible not merely on those issues which CHOGMS normally address, but on any which might additionally come up. This might involve you in a range of tasks from telegraphing amendments or additions to your briefs, to repeating to New Delhi (for CHOGM delegation) action or information telegrams which our delegation should see. You will have seen from telegram No 1961 to Washington that we have made a similar request to our posts
