As you know we have been very restrictive in our
briefing of our allies on the future of Hong Kong. The
Prime Minister has authorised us only to keep the United
States fully in the picture and to keep the Canadians,
Australians and New Zealanders more generally informed
John Holmes' letter of 9 September and your reply of 13
September refer).
Sir Geoffrey Howe has been considering whether any
other governments should now be added to this list. He
believe that while it is too soon to take other allies
into our confidence, an exception might now be made for
