2. I made two points to Mr Morris. Firstly that the difference of interest that Mr Donald perceives in his paragraph 3 is not one that I see quite so readily. At base, the British and Japanese interests seem to be at one in wanting the continued prosperity of Hong Kong. The UK believe that that prosperity will be best guaranteed by a continued British presence, but that is subsidiary to our main concern. Although the Japanese are certainly not above Machiavellian calculations of their own interest I do not see that 'working for a smooth transition to suit their own commerce and investments' (Mr Donald's last sentence of para 3) would be anything but complementary to British interests.
3. I also said to Mr Morris that if the Japanese were receiving briefing of the kind of detail contained in Mr Darrock's minute then we would have to approach something of the same detail if we were to have any effect on the Japanese. We will have to wait to see the fruits of the dinner at the Japanese Embassy on 21 November to see how far Mr Donald and Mr Giffard brief the Japanese.
