COMMONWEALTH HEADS OF GOVERNMENT MEETING (CHOGM) NEW DELHI (1983): COMMUNIQUE.
1. The Communiqué is being copied to FCO and Whitehall addressees (CHOGM distribution) and to all posts (Verbatim Series).
2. Information Department will also be telegraphing relevant extracts as appropriate to posts with a particular interest, after consultation with Departments as necessary.

In addition, we are preparing a general guidance on the Conference briefly summarising the decisions taken and main topics discussed (including economic issues, Cyprus, small states, the Trudeau ''initiative'', Grenada, Southern Africa, Middle East, Afghanistan, Central America, Belize, Indian Ocean, South Pacific, Law of the Sea and Falklands).
4. It is desirable that Departments avoid duplicating our own and Information Department's efforts in this exercise: but if they consider that further 'line to take'' guidance is required, I should be grateful if they could keep CCD and Information Department informed.
