VISIT OF US SECRETARY OF STATE TO LONDON: 15 JANUARY

Mr George Shultz plans to stop in London on Sunday, 15 January, on his way to the CDE. He will have separate talks with the Secretary of State and the Prime Minister. We must consider, as a matter of urgency, what subjects should be covered.

2.

I assume that both the Secretary of State and the Prime Minister will wish to talk to Mr Shultz about the current state of Transatlantic relations. I assume they will also wish to talk about East/West relations and related arms control issues. I imagine both will wish to raise the situation in Lebanon.

3.

Could I have suggestions for further topics? Perhaps ERD, MAED and ESSD would consider whether any of our current problems with the Americans on which they lead, rate coverage. Could ERD consider whether economic issues might be raised by the Prime Minister and if so, whether we should alert the Treasury? I should also be grateful for indications from Departments dealing with political issues such as Central America, Grenada, Falklands, Hong Kong, Northern Ireland, Namibia etc, whether their subjects should be covered.

4.

Bids should reach me by close of play on 4 January. A formal call for briefs will be issued immediately thereafter but Departments should plan on the assumption that all material will be required in final form by close of play on 10 January.
