I should be grateful if the number of copies taken of the brief could be kept to the bare minimum. The Prime Minister has instructed that knowledge of this sensitive subject be
kept closely restricted. By way of an indication, we are producing only 12 copies of a Hong Kong brief for the Anglo-German summit in Bonn later this month.
