CHOGM: POSSIBLE BILATERAL MEETING WITH MR HAWKE
Thank you for your letter of 26 October.
Lady Young sàw Sir Victor Garland, the Australian
High Commissioner, yesterday afternoon and passed on the
Prime Minister's suggestion that time be set aside for a
full dicussion with Mr Hawke at the weekend retreat at
Goa.

Sir Victor replied that Mr Hawke was most anxious to
talk to the Prime Minister before the start of the CHOGM
sessions on disarmament and economic issues. Mr Hawke
suggested a breakfast meeting at 0800 hours on Wednesday
23 November. Sir Victor added that the Commonwealth
Secretary General had asked Mr Hawke to make a "robust
intervention" in the disarmament debate.
We believe that, as there are important differences
between us and the Australians on disarmament issues, ther
is much to be said for the Prime Minister talking to
Mr Hawke before the subject is raised in the sessions.
His support could be of great value in obtaining an
proper
appropriate recognition of Western security interests.
