As requested in Mrs Coe's minute of 2 November, I attach a background brief on this subject. It follows closely the briefing provided for the Secretary of State for Energy's visit to China and Hong Kong, 2-10 November.
2. We may later need to update the material to take account of any significant developments arising from the next round of Sino-British talks on 14/15 November. I shall be in touch about this at the appropriate time.
