I understand that when you spoke to Dick Clift yesterday asked for a copy of our telno 365 to Canberra to enable you to supplement, as you consider necessary, the briefing which Mr Luce gave Mr Wolfowitz on 26 October.
2. A copy of the TUR is enclosed, with a copy of the briefing material we provided for Mr Luce. The latter contains more details than we provided for the Australians, to reflect our policy of keeping the Americans more fully informed. Hong Kong and Peking should by now have received their own copies of the brief. Both you and they should feel free to draw upon it as appropriate. Para 2 of Mr Donald's teleletter of 3 November to Sir P Cradock (copied to Mr Thomas) refers.
