1. The subject of China came up in a conversation which I had yesterday with Mr Immerman, the US Political Counsellor. He commented, in line with our own thinking, that the Japanese are well informed about China and are able to follow developments there more easily than other foreigners can. He added that the Japanese considered that China was now going through the process of developing contact with the outside world in a way that was not very different from Japan's experience in the Meiji era.
At any rate the Americans had found that when the Chinese had difficulty in understanding the US constitution or perhaps processes of legislation and where these became stumbling blocks in the bilateral relationship, the Japanese could be used to explain the position to the Chinese Government. This had been done on one or two occasions with considerable success. I assume that the FCO is already in touch with the Americans about their experience of handling the Chinese in negotiations but in case this point were ever to be relevant to the Hong Kong negotiations, I will send a copy of this minute to FED.
