4. It is not for me to comment on welfare or attitudes in the Posts. I should perhaps mention however that the Embassy in Ulan Bator seemed to me to be working extremely well together under very difficult conditions, with a strong family sense. They receive a surprising number of visitors, often passing through from Moscow and this imposes considerable strains on their goodwill and their pockets which they bear uncomplainingly. I am very grateful for the support which I received there and in the other Posts and for the excellence of the programmes which were arranged.
