therefore, if you would look over the 1981 communique (spare copies available in CCD) and, taking into account subsequent developments and the kind of draft passages with which we might be faced this year, let me know at the latest by 5.00 pm on Thursday,

(a)
what sort of language the Delegation should try to avoid;
(b)
what sort of language we could tolerate; and
(c) what language we should actually aim for.
Some issues not referred to in 1981 may, of course, need a reference this year. I must ask the departments to be
the judge of this.
6. In order to help those in the UK Delegation who will be negotiating the communique it would be helpful if departments would also let me have, by the same deadline, three copies of each important UN or other resolution relevant to the agenda.
