Mr Illman's minute of 24 October commissioning briefs for the UK delegation to CHOGM. Other Whitehall departments will have been commissioned direct by the Cabinet Office circular letter of 21 October. I write now to enlist your help in meeting two additional and different requirements.

I attach copies of telnos 322 and 323 to Accra giving Posts our instructions about lobbying in advance of CHOGM. Departments should note the undertaking given in the last sentence of paragraph 2 of the first telegram. I should be grateful if when considering what further information about meetings in London should be sent to Posts, departments would also bear in mind any need for further guidance material on agenda items both in advance of and during CHOGM. For instance Canberra would welcome further guidance on the major subjects, i.e. disarmament and economic issues, Mr Hawke has said that he would wish to raise in his bilateral meeting with the Prime Minister. Equally other proposed bilateral meetings would generate a need in other Posts. As the Indians are hosting the Meeting, New Delhi probably needs more guidance than most Posts. Departments should themselves take action necessary to meet any perceived need.

3. You will also see from telnos 322 and 323 to Accra that we are hoping that the communiqué for the 1983 CHOGM will be shorter than those from immediately past CHOGM's. In addition, the Commonwealth Secretary-General has proposed that Commonwealth functional co-operation should be dealt with in a separate document. But the first proposal may not get very far and the second will not lead to any reduction in our need to be involved in negotiating texts.

The communiqué, 'and probably the separate functional co-operation document, will be drafted in the Committee of the Whole ie by Senior Officials and submitted, probably on the last day of the meeting, for approval by Heads of Delegation sitting in plenary.

5. In the event that we are faced with a detailed communiqué it would considerably help those of our officials who will be negotiating in the Committee of the Whole to have in advance of CHOGM advice from departments on what sort of language we should aim MKK040s for on the various subjects that might arise.
