2. This Department has only one point to make, which I hope is self-evident. If there is any suggestion that there should be a reference to Hong Kong and its future inserted in the communique, this should be strongly resisted by the British delegation We are currently involved in delicate negotiations with the Chinese, and a public statement by Commonwealth heads of Government at this juncture could not be helpful.
