VISIT TO ICELAND OF YAO GUANG

Thank you for your letter of 17 October. The Icelanders have now let us have a full record of the meeting with Yao Guang.

So far there has only been time to translate the section on Hong Kong, enclosed.

In his letter of 19 September, Mark Elliott commented on the status of the Chinese mini-mission here. We have watched this experiment in economising from the outset. The Chinese Mission here is headed by a Chargé d'Affaires. The present incumbent, Li Qinping, arrived a couple of months ago. His wife, Gao Yu, is his Second Secretary. He himself is of Counsellor rank. I find them agreeable colleagues; they are both by far the most westernised Chinese I have encountered, both speaking excellent English and French. He had earlier spent several years in Brussels where, believe, he followed Community affairs. They are putting up cheerfully with the new miniaturisation of their Mission, but they have both confessed to me more than once how they wish they could at least have a Chinese cook.

Mr Li seemed pleased when I included him aong the guests for a reception which I gave during a recent NATO naval visit, and particularly so when he discovered that I had not invited the Soviet Ambassador. He, like his predecessor Yu Hongxiang, never fails to find an opportunity to remind NATO missions of the need to be alert to the Soviet threat.
