I have been approached by Sr Villagran the Head of- Immigration Dept at the Ministry of Interior for assistance with a matter which has arisen over emigration to Chile from Hong Kong.

Sr Villagran informed me that an advertisement appeared on 19 April in a Hong Kong newspaper, The Oriental News, offering the opportunity of emigration to certain South American countries, including Chile, at a cost of HK dollars 50,000. In addition to obtaining permanent residence visa in Chile, successful applicants could also acquire a P.R.C. passport from the P.R.C. Embassy in Santiago. According to Villagran enquiries by the Chilean consulate in Hong Kong have revealed that the person responsible for placing this advertisement was a Mr Wong Hill Kim Fung born in China on 25 December 1940, who holds Passport No 080991 issued by the P.R.C. Embassy in Santiago on 22 May 1979. Mr Wong is believed to be a resident of Hong Kong and his address is 9A Seto Past (sic) Hong Kong.

The Chilean authorities are naturally concerned about this affair, particularly as they fear some involvement on the part of the P.R.C. Embassy in Santiago. If you have no objections, therefore, I should be most grateful if you would forward the above details to the appropriate authorities in Hong Kong asking for any additional background detail or comment that they may be able to supply about this type of case; and any particular information about Mr Wong which might be readily available.

Mr Villagran supplied me with a Spanish translation of the advertisement which appeared in the Oriental News and I enclose in turn a summarised English translation.
