FUTURE OF HONG KONG
POINTS TO MAKE
1. Keeping your Government informed. Mr Whitney
discussed Hong Kong with you late September.

2. Next round of Sino-British talks to be held in
Peking 19/20 October.

Chinese like remains tough. But
encouraging that both sides share desire to secure
stable and prosperous future for Hong Kong. I met
Chinese Foreign Minister in New York.
3. Central issue is to devise package in which Hong
Kong people will have confidence. We aim to reach
solution acceptable to Britain, China and people of
Hong Kong. Their views being taken fully into account.
Richard Luce visited Hong Kong 24-28 September. Governor
and Unofficial members of Hong Kong's Executive Council again visited London for discussions 6-8 October. HMA
Peking also attended.
4. Some uncertainty in Hong Kong, but underlying economic
position sound. Important nothing said or done to damage
confidence. Grateful your understanding.
