1. The next step in the preparations for the Anglo-German Summit is the General Brief. This will be sent by the PUS to other Whitehall Departments next week in time for discussion at a Cabinet Office meeting on 1 November. It is not intended to cover every subject likely to be discussed but please let me know, with a suggested form of words, if there are unacceptable omissions. A copy of the draft has gone to the Embassy in Bonn.
2. Paragraph 8 on the Community is no more than a skeleton. Since there is a separate Community General Brief, this section need not be long, but I would be grateful to know if ECD(I) or (E) wish to fill it out. The General Brief is short on industrial collaboration. Are there any points MAED or ESSD would like to add to paragraph 12?
3. For the Cabinet Office meeting on 1 November, there will need to be, attached to the General Brief, a 2-3 sentences resumé of each brief for which the FCO is responsible. I attach the current list of briefs required, which includes some additions suggested by the Germans.
