HONG KONG : MATERIAL FOR THE AUSTRALIANS

You will recall that the Australians asked some time ago in Canberra if they could have copies of the four papers which we gave the Chinese at the talks on 2/3 August. Our response was to say that we could not pass them the papers but we would let them have summaries of them strictly on a confidential basis.
2.
These four summaries, which have been seen as appropriate by Mr Burrows and Mr Hallett, are attached. They are essentially rewrites of the summaries which were attached to the original papers: not a very satisfactory arrangement but the one agreed upon!
3.
Please consider how we are now to get them to the Australians, eg whether we pass them over in London or send them (by bag or telegraph) to Canberra. I take it they were not mentioned when the Australians called yesterday on Mr Luce?
