As you no doubt know M. Thorn is visiting China from 16 November. On his return he will be stopping over in Hong Kong, on 6 November. He has been in touch with the Hong Kong Office here (Marion Bywater) asking them to arrange for him to pay a courtesy call on the Governor. M. Stoll in the President's cabinet thought that we ought to be told of what he had done. He wondered whether he ought to have asked us rather than the Hong Kong Office to make the arrangements. you could let me (or M. Stoll direct) know whether we have any
Perhaps doctrine on this. In practical terms however it is probably too late, since the Hong Kong Office were asked yesterday and will almost certainly have already taken action.
2. M. Thorn will be in Hong Kong from 1145 - 2220 local time. He will be looked after by the Luxembourg Consul-General, since the stop-over is entirely private, apart from the call on the Governor.
3. M. Stoll asked whether we could let him have a background brief on the situation in Hong Kong. Could you please arrange for him to have something in writing or orally?
