Boyd McCleary sent us a copy of your minute to him of 28 September about the French plan to invite the Chinese Foreign Minister to visit the EC during the French Presidency. I raised this with Mme Morel, Head of the Far Eastern Department at the Quai and was told that it was indeed the French intention to propose such a visit and they had Cheysson's agreement to it. She said that the French had not yet approached the Chinese, although it is clear from the attachment to your minute that Cheysson has already mentioned it informally to Wu Xuegian.
