FUTURE OF HONG KONG
ESSENTIAL FACTS
1. With the Prime Minister's authority we keep the Americans regularly informed at a high level on developments in this matter. Sir A Acland spoke briefly to Deputy Secretary Dam on 29 September and the Governor of Hong Kong briefed Mr Weinberger on 30 September during his stopover in Hong Kong en route to China. Senior American
officials are kept up-to-date in Peking, Hong Kong and London.
3. The Chinese Foreign Minister Wu Xueqian visited Washington from 10-12 October. During his meetings with Mr Shultz, Wu said that
Hong Kong and Taiwan were internal problems which China would solve
herself. He said the Chinese position on sovereignty was non-negotiable and reiterated China's plan for Hong Kong as a Special Administrative Region of China. The essential question was "primarily a matter of trust" in whether the world at large believed that China would adopt special policies for Hong kong.

At an Asia Society luncheon on 14 October Mr Wolfowitz spoke helpfully on Hong Kong. He said that the Americans wished to see a settlement which would ensure Hong Kong's stability and prosperity and underlined the delicacy of business confidence there. Our Embassy in Washington understand that the State Department is studying what role, if any, the US Government should play over Hong Kong's future.
