MR LUCE'S VISIT TO WASHINGTON AND NEW YORK : 24-27 OCTOBER 1983 :

BRIEFING ON FUTURE OF HONG KONG *

1. We agreed with ACDD to submit the attached briefing material

direct to you to enable us to take account of the latest round of

Sino-British talks (19/20 October) which postdated the briefing

deadline.

2.

The "Points to Make" with Messrs Dam/Wolfowitz are frank and

full. We keep the Americans informed in detail and at a high level

on Hong Kong's future. We understand that neither the Prime

Minister nor the Secretary of State discussed Hong Kong with the Americans in any detail during their recent visits to Washington/New

York. The PUS discussed Hong Kong briefly with Mr Dam on 29

September and Mr Weinberger was given a general briefing by the Governor in Hong Kong on 30 September. Mr Luce's visit will provide a useful opportunity to bring the Americans up-to-date.

3. We would not expect Hong Kong to be raised during Mr Luce's meetings with UN contacts. If it is, then I suggest Mr Luce refers only to the fact that talks on Hong Kong's future are proceeding with an agreed common aim which gives grounds for confidence that a

satisfactory negotiated settlement can be reached.
