BREIFING FOR THE ANGLO-GERMAN SUMMIT IN BONN: 8-9 NOVEMBER 1983
1. I attach the Cabinet Office letter commissioning briefs for the Anglo-German Summit. If you have not already done so I should be grateful if you would now set in hand the preparation of briefs. It is important that all those writing the briefs read these instructions carefully.
PROCEDURE

At Annex A is the Cabinet Office list of briefs required, which supersedes (and differs from) the list annexed to the draft General Brief, which I circulated on 12 October. Briefs prepared by the FCO should be cleared with Under-Secretaries and with FCO and Whitehall Departments as shown in this list. Please note the MOD's interest in a number of issues. FCO Departments which are not lead departments will wish to get in touch with other Whitehall Departments to make sure that they have an early opportunity to comment on briefs of interest to them.

Annex B and C contain the Cabinet Office instructions on format. May I stress again the need for these instructions to be followed to the letter. In the case of the Anglo-French Summit last week, as many as half of the briefs drafted in the FCO reached WED initially with errors requiring correction. should be grateful therefore if the final drafts of all briefs could be shown either to Mr Munro or Miss Nolan (both in W65) before they are sent for typing and reproduction. We may thus avoid the waste of time, effort, paper and patience involved in retyping briefs that have already been reproduced 70 times.

I would also draw your attention particularly to the requirement for an objectives section (except for background briefs) and the need for a one and a half inch margin (a photocopying error meant that some briefs for the last Anglo-German Summit were produced with only a half inch margin).
