COMMONWEALTH HEADS OF GOVERNMENT MEETING: BRIEFING FOR THE PRIME MINISTER AND THE UK DELEGATION
Two further points on the briefing for the Prime Minister and the UK delegation have arisen since my circular minute of 24 October.

First, further to the last sentence of paragraph 5 of my minute, the PUS has asked that all briefs on which a diplomatic or ODA wing department is leading should be cleared with the appropriate Deputy Under-Secretary of State, who should pay special attention to the objectives which the Prime Minister should be aiming for during discussions at CHOGM on each subject.
3. Secondly, the Ministry of Defence have asked to be added to the list of departments to be consulted on the following
