FUTURE OF HONG KONG: BRIEFING OF SWEDISH EMBASSY
1. Mr Nilsson (Swedish Embassy) called on 27 October. He asked about the latest round of talks. I referred to the communiqué and said that the talks had indeed shown progress. Our aim was to keep practical discussions on concrete questions both in order to educate the Chinese and to find out more about their ideas on Hong Kong. No concessions had been made, but we felt reasonably optimistic that things would move ahead. As had been announced, there would be informal contacts between the Ambassador and the Chinese negotiator before the next round on 14/15 November.
We discussed the toning down of Chinese propaganda and the improvement of confidence in Hong Kong.
