VISIT OF INDIAN MINISTER OF EXTERNAL AFFAIRS: CALL FOR BRIEFS
1. Mr Narasimha Rao, Indian Minister of External Affairs, will visit the UK from 1-4 November as a guest of government. He will attend the unveiling of the statue of Earl Mountbatten on 2 November and will call on the Prime Minister that afternoon. He will hold talks with Lady Young on the morning of 2 November (though for not much more than half an hour). The Secretary of State will give a working lunch on 3 November followed by formal talks of about an hour.
2. We propose to provide the following briefs, recommending that Lady Young deal with regional and bilateral issues, leaving the Secretary of State free to cover the major international issues (lead Department shown on the right):

(2) East/West Relations (including the
aftermath of the KAL aircraft disaster)
(3) CHOGM (including agenda topics for
discussion not covered by separate briefs)
