background of the Commonwealth Finance Minister's meeting
on 21-22 September. The Prime Minister might also wish
to raise East/West relations and defence/disarmament arms
control issues though, in view of the considerations in

paragraph above,
above, it may be better to reserve discussion
in depth to the working session and over lunch. The
Prime Minister might also take this opportunity to brief
Mr Trudeau in depth on negotiations with the Chinese on
Hong Kong.
(b) Working Session with Ministers

Although no formal agenda has been drawn up,in the
hour or so with Canadian Ministers present (likely to
include the Minister of State for External Affairs, Mr
Pepin, the Minister of Finance, Mr Lalonde, the Minister
of Energy, Mines and Resources, Mr Chrétien and the
Minister of Defence, Mr Blais), Canadian officials have
identified the following subjects which could be covered,
time permitting:-

issues;
Arab/Israel relations, particularly Lebanon;
INCLUDING
Economic issues, inlduring the Canadian and
British economies, the prospects for the American
economy, and other international economic issues
affecting the developing countries, such as debt;
