PRIME MINISTER'S VISIT TO CANADA AND THE UNITED STATES: BRIEFING

I enclose revised drafts of the General Briefs on
Canada and the United States, At your meeting on
14 September it was left that no further clearance in Whitehall would be necessary. But, especially in the case. of the US Brief, rather extensive changes have been necessary to take account of subsequent developments and of further advice from Washington (particularly on the handling of the extra-territoriality issues) as well as the discussion at Wednesday's meeting. I accordingly think that you and the other Departments concerned would wish to have a further look at the proposed language which we are simultaneously, clearing in the FCO.
2 Under the extended deadline, briefs are to reach the . Cabinet Office in final form at lunchtime on Tuesday
20 September. This means that North America Department here will need to have any comments by 1400 on Monday 19 September,
3 Further consideration of extra-territoriality and related subjects has necessitated the preparation of a revised main brief (PMVE(83)3(a)) which is being cleared separately in Whitehall, In view of the changes proposed it would be more correct to re-title it as follows:
