GENERAL BRIEF F : FUTURE OF HONG KONG

ESSENTIAL FACTS

1. The Secretary of State is aware of the background to the future of Hong Kong.

2. The second phase of Sino-British talks resumed on 22/23 September through diplomatic channels in Peking.

3.

The Americans and (to a lesser extent) the Australians, receive regular briefing on this subject at a high level. The Prime Minister has now agreed that the Canadians and New Zealaners may be brought into our confidence in a similar manner.

4.

The Prime Minister is fully briefed for her discussions with Mr Trudeau in Canada on 26 September. Mr Whitney is similarly briefed for his talks with Mr Cooper in New Zealand between 26-30 September.

5. The first ten 'Points to Make' are for use other than with the Americans, Canadians, Australians and New Zealanders. With the latter the last point only should be used.
