1. The Australians are briefed regularly at a high level on the future of Hong Kong. Inter alia our High Commissioner in Canberra has kept Mr Hayden personally up-to-date. Despite these careful briefings Mr Hayden has not always taken a line conducive to the maintenance of confidence in Hong Kong. But recent briefings have helped to clear the air and to dispel Australian suspicion that we were short-changing them. Mr Whitney will be fully briefed for his visit to Australia from 12 October.
